Data Centric is not synonymous with Data-Driven. Dave McComb's definition of Data centric refers to an architecture where data is the primary and permanent asset, and applications come and go.
Since the rise of the computer age, organizations have been married to applications - and more often than not, the data architecture dictated by them. Data Centric focuses on the use of a Semantic data model, with the applications referring to this and reading and writing through the shared model. An organization can become data driven through data centricity though this core model (or enterprise ontology), around which all of your application functionality is based upon.
