Workers in humanitarian organizations, homeless shelters and hospitals often work in extremely challenging circumstances. What do you do when the population whose data you are trying to collect and manage cannot prove who they are? Or worse, are reluctant or refuse to share it because they are afraid of you, their environment or the technology itself? What if, for reasons of their own, they don't want to be identified?
